Medicaid provides health benefits to certain individuals and families, such the low-income elderly, those who are blind or disabled, and low-income families with dependent children. Although the program is partially funded by the federal government, Medicaid is run by the states. Each state has its own rules on who qualifies for Medicaid, which medical services are covered, and whether persons have to help pay for the medical services they receive (called "co-payments").
